The arrival of the Burnham Government has moved engineering even closer to the heart of national policy. With a political focus on reindustrialisation, regional growth, infrastructure, technology, defence, housing and clean energy, engineering should be central to delivering the Government’s ambitions.
For engineering educators, researchers and leaders, that creates a significant opportunity. But it also raises an fundamental question: does government fully understand what it takes to sustain the engineering capability on which those ambitions depend?
Engineering is moving from the margins to the mainstream
The language coming from the new Government should feel familiar to the engineering community. Productivity, industrial renewal, innovation, skills, resilience and place-based growth are all areas where engineering already makes an outsized contribution.
Universities UK has rightly highlighted universities as strategic national assets and economic anchors, creating jobs, attracting investment and supporting regional prosperity. Engineering schools sit at the centre of this agenda, connecting education, research, innovation and industry in ways few other disciplines can match.
This creates a real opportunity for engineering departments to strengthen their influence with government, employers, Skills England, combined authorities and local growth partnerships.
The policy conversation is increasingly moving towards outcomes: growth, skills, innovation and impact. Engineering already delivers all four.
A stronger technical agenda is welcome, but universities must not be forgotten
The Government’s commitment to raising the profile of technical and vocational education is laudable. Engineering has long argued for stronger technician pathways, more apprenticeships and greater parity of esteem across post-18 education. However, engineering degrees cannot be treated as separate from that agenda.
The UK needs technicians, apprentices, graduates and doctoral researchers. It needs colleges, universities and employers working together. The challenge for engineering higher education is to ensure that policy-makers recognise degrees as part of the solution, not as an alternative to technical education.
A thriving engineering workforce depends on a connected system, not competing pathways.
The financial challenge has not gone away
While the political mood may be favourable, the economic reality remains difficult.
Across the sector, universities continue to face significant financial pressures, restructuring activity and difficult decisions about future provision. This matters particularly for engineering, which remains one of the most expensive subjects to teach. Laboratories, workshops, equipment, technical staff and accreditation requirements cannot be delivered on goodwill alone. If engineering capacity is reduced, it cannot simply be switched back on when demand increases.
If government wants more engineers, it must be prepared to invest in the environments required to educate them. The EPC has consistently highlighted to Government continuing concerns about institutional sustainability, widespread restructuring activity. We will continue to lobby Government for sustainable funding and support for international recruitment specifically, as well as for longer-term planning horizons.
Research capability matters as much as research output
The Government’s growth agenda places increasing emphasis on mission-led research, industrial strategy and economic impact. Engineering research aligns naturally with these objectives. However, growth depends on capability as much as it depends on outcomes. Alongside partners such as the Campaign for Science and Engineering, the EPC continues to emphasise the risk of UKRI funding decisions and the need for transparency, stability, confidence and long-term thinking within the research system. Research excellence is built over decades, not spending reviews.
As engineering academics know well, breakthrough innovations emerge from a healthy ecosystem that includes long-term capability building, doctoral training and support for early-career researchers, as well as core research. Protecting that ecosystem will be essential if the UK’s engineering ambitions are to be realised.
Skills shortages are now a national priority
The engineering skills challenge is no longer simply an engineering issue; it is a pivotal economic issue.
Work undertaken alongside the Royal Academy of Engineering and National Engineering Policy Centre’s Engineers 2030 programme points to a growing mismatch between sustained growth in demand across sectors including energy, housing, defence and digital technologies, and persistent skills shortages and growing demand for interdisciplinary and digital capabilities. This aligns closely with the Government’s economic priorities.
Engineering departments now have a major opportunity to shape national skills policy, demonstrating how universities contribute not only to graduate supply but also to innovation, productivity and regional growth. Departments that can demonstrate responsiveness to regional and national skills needs are likely to find themselves in a stronger position.
What should EPC members watch?
Over the next year, particular attention should be paid to:
- Funding reform and support for high-cost subjects.
- International student and research policy.
- The development of Skills England and technical education policy.
- Industrial strategy implementation and priority technologies.
- The balance between mission-led and discovery-led research funding.
- Regional devolution and place-based investment opportunities.
In conclusion
Although, the Burnham Government appears more instinctively sympathetic to many of the values that underpin engineering: problem-solving, productivity, innovation, public purpose and long-term investment, rhetoric alone will not sustain engineering capability.
Despite its focus on growth, industrial renewal, infrastructure, technology and place-based development (areas where engineering already contributes significant value) the UK’s ability to deliver its ambitions will be compromised if universities remain financially constrained, if high-cost disciplines continue to be underfunded, or if research and skills policy becomes fragmented.
Engineering’s growing prominence in policy discussions must now be matched by practical support for the institutions that educate engineers, conduct research and work with industry. The task ahead is ensuring that engineering higher education is recognised not simply as a contributor to national policy, but as a strategic national capability in its own right.
