Dhanushka (Dan) Hewaralalage was Project Manager for the Digital Technical Standards Toolkit, convening the expert working group and delivering the toolkit to publication. He is an Associate Lecturer at the University of Lancashire and a space mechanisms researcher at the Jost Institute for Tribotechnology. Howard is an independent consultant working in the field of technology standards. He started his career back in 1982, did his degree and PhD at Bradford University, moving into radio based communications in 1989. Standards work started in ETSI on GSM (SMG2) in 1993, then helping create 3GPP and chairing 3GPP RAN 4 from 1998 to 2007. A board member of ETSI 2008 to 2023, he is currently a member of a number of advisory boards for UK universities and research programmes. He retired from his role as ‘Vice President Communications Research’ for Samsung Electronics R&D Institute in 2024, but maintains his visiting Professor at Bristol University and Honorary Professor at QUB roles. He also advises the UK government and NATO on future of communications technology and helps ETSI create education material.
